Usability improvements

• Adds traffic light like indication for data quality evaluation, fixes #12 (closed)
• Adds presets to the pipeline create form, fixes #11 (closed)
• Peak calling now uses a boolean modifier to specify type of cutoff.
• Add user to pipeline for permission handling and filtering
• Allow pipeline deletion by the user who created it and deletion by superusers
